Open and positive communication
“One of the objectives of creating the Norwegian Bureau for the Investigation of Police Affairs was to strengthen the general public’s confidence in the community’s ability and willingness to investigate and prosecute crimes committed by members of the police and prosecuting authority. An important condition for achieving this objective is that the general public is given information about the system, how the Bureau is organised, how it functions and what decisions it makes. It is essential that the Bureau for the Investigation of Police Affairs establishes, as far as possible, an open and positive channel of communication with the media, about the Bureau’s work in general and the individual cases it pursues. By providing information that is both correct and impartial, the Bureau’s standpoint and decisions will be more easily understood and accepted. Issuing statements about individual cases requires a thought-through strategy and awareness about what information may be or should be provided in a given situation.”
